In Russia, from November 1, electronic notifications of conscription will be issued and travel abroad will be limited.

From November 1, 2024, conscription notices will be issued in Russia electronically, and travel abroad will be limited for those liable for military service.

On April 27, the Russian government issued a decree defining the rules for the functioning of two electronic databases: the Unified Military Register and the associated draft register.

Meduza reported that this decree has been in development since the spring of 2023, when Russia adopted several amendments on electronic conscription for military service.

The military registration register will be launched on November 1, 2024 and will contain a detailed record of those liable for military service. Citizens will receive notifications about inclusion in the register and changes to it (for example, the issuance of a summons) through the State Services portal.

Notices of conscription will be posted in the conscription register, and the person liable for military service will receive a notification on the State Services website; A paper notice will also be issued and sent to the address where they are registered. No later than seven days later, the call-up notice will be deemed to have been served and the appropriate restrictions will be automatically imposed.

The first restriction concerns travel abroad and will come into force as soon as the draft notice is considered served. If a conscript does not appear at the military registration and enlistment office within 20 days, he will also be prohibited from registering as an entrepreneur, making real estate transactions, driving a car, or taking loans.

Persons liable for military service can currently leave Russia because there is no agreement on the exchange of information between military registration and enlistment offices and the border service. With the launch of registration, those who have received a draft notice will not be able to leave Russia until they report to the military registration and enlistment office. They will also not be able to apply for a foreign passport.

If a person liable for military service wishes to change his data on military registration, they will have to be checked by the military registration and enlistment office. The information provided by the person liable for military service will be considered unreliable until the verification is completed.
